The below process is a workaround for the issue that is preventing utilizing the "Search all contacts" search bar from being utilized in TE.
1. Using the left-hand navigation bar, navigate to Leads&Contacts->Contacts
2.Use search bar located at the top right-hand side of the contact list to search by the contact's name or email address to filter the contact list by those search results.
