Regulatory Changes Affecting SMS


What is A2P 10 DLC?

In the United States, telecom carriers have introduced 10 DLC compliance requirements to bolster message deliverability, reduce spam, and enhance end-user security. 10 DLC is a 10-digit-long phone number specifically designed to Application-to-Person (A2P) messaging. It allows businesses to send text messages to customers using a dedicated 10-digit phone number. The introduction of 10 DLC compliance by major phone service carriers in the U.S. aims to improve the overall messaging ecosystem. 


What is the Campaign Registry?

The Campaign registry is the regulatory group and central hub for registering A2P 10 DLC messaging campaigns. The Campaign Registry works with U.S. mobile operators and companies in the messaging business to register Application-to-Person (A2P) text messaging Campaigns. The registry supports a sanctioned A2P 10 Digit Long Code (10DLC) text messaging Campaign ecosystem and provides visibility into the messaging source and content, allowing mobile carriers to provide a more reliable and simple messaging service for Campaign Service Providers (CSPs) and Brands. 



What this Regulatory Change Means for Total Expert Customers


    In order to send SMS messages, this new regulation requires all organizations to register with the Campaign Registry. SMS messages that are sent from organizations that are not registered with the Campaign Registry will be blocked by mobile carriers and will not get delivered. 


To avoid having our customers charged for SMS messages that will be blocked for being out of compliance, we have disabled SMS messaging functionality for customers who currently do not have an approved registration with the Campaign Registry. If any SMS messages leading up to an approved 10 DLC registration are considered critical, we recommend sending an email instead to ensure deliverability. For an overview of the changes, please watch this brief video.


How to Register with the Campaign Registry

  1. You complete this form, which gathers the information needed to submit a registration application for the Campaign Registry. A detailed list of the required information and additional 10DLC information can be found here.
  2. Your Total Expert team submits the application on your behalf and monitors the status of your Campaign Registry application. 
  3. In the event your application was rejected, we will work with you to gather any additional information requested by the Campaign Registry and resubmit the application. 
  4. Once your application is approved, your Total Expert team will enable your organization’s SMS functionality and you can proceed with SMS messaging. 


Changes to Total Expert SMS offerings

  • Due to this regulatory change, Total Expert is no longer able to support the following:
    • Users are no longer able to buy individual or blocks of numbers for SMS messages.
    • Co-marketing partners are no longer able to obtain a number or send SMS messages through Total Expert’s platform.
    • There is a temporary hold on the provisioning of new numbers.
  • Total Expert is continuing to support the following: 
    • Manual message sends by a user.
    • Automated SMS messages from journeys.


Impacts to customer billing

  • If your organization is currently set up on Total Expert’s corporate billing process, no additional billing action is needed.
  • If your organization leverages Total Expert’s pass-through billing to charge users, Total Expert will work with you to convert your company to corporate billing. Your billing will be waived for up to 90 days while we are working together on the change. 
  • Our immediate focus is to register your organization to meet the new regulations. Once that is complete, Total Expert will engage with you, if needed, to change your billing process. 


Will there be a setup fee for establishing corporate billing? 

  • Total Expert will waive the one-time setup fee for current customers due to this regulatory change.
